Iqama Renewal Checklist for HR and PRO Teams

Checklist illustration for iqama renewal: Valid passport, Insurance active, Fees settled

An iqama renewal on Absher Business or Muqeem goes through only when five things on the employee’s record are clear: a valid passport, a valid work permit with nothing unpaid, active medical insurance, no unpaid traffic violations, and fingerprints and a photo on file. Then choose the renewal period and pay for it. Start well ahead of expiry, because Jawazat has announced fines for late renewal that begin at SAR 500.

An iqama is the residence permit of a foreign worker in Saudi Arabia, and the employer completes its renewal online. The conditions below follow the iqama renewal requirements in the Absher Business service guide. They are grouped into the four phases of a PRO iqama renewal process: build the list, clear the blockers, submit and pay, then record the result. The timing is a suggestion, so adjust it to how long your slowest prerequisite takes in your own cases. This is general information, not legal advice. Confirm the current rules with a qualified adviser or with Jawazat and HRSD.

Build the iqama renewal list (about 90 days before expiry)

  • List every employee whose iqama, passport, work permit or insurance ends in the window you plan for. Start from your tracker, then check each name against Absher Business or Muqeem.
  • Use the Muqeem Print Request with care. It extracts basic worker information from Absher Business, but the service guide says it is not an official proof of residence status and is valid for 30 days.
  • Confirm the employer entity and occupation are still correct. A transfer of services or a change of occupation needs the labour ministry’s approval and is a separate transaction from renewal.
  • Choose the renewal period. Renewal can be bought for 3, 6, 9 or 12 months, with a minimum of three months (Saudi Gazette, 2021). Match it to the contract end date, and remember that each renewal is its own transaction with its own fees and approval.
  • Get cost approval before you submit. Include the government fees and the Absher Business service fee for the transaction, reported at SAR 51.75 for an iqama renewal (Saudi Gazette, 2025).

Clear the blockers (about 60 days before expiry)

  • Passport. It must be valid. If the employee has renewed it, the employer updates the details in Absher Business. The guide lists conditions, among them that the worker is in the Kingdom and that no traffic violations sit on the iqama record.
  • Work permit. It must be valid. Renew it on Qiwa, where the fee is paid through Sadad (HRSD service page). HRSD requires arrears on a licence to be settled before it is renewed, and overdue amounts cannot be split into instalments (HRSD rules).
  • Medical insurance. The policy must be active. Employers must insure their employees, including during probation (Council of Health Insurance).
  • Traffic violations. Pay anything outstanding. Absher Business lists unpaid violations as a reason a renewal cannot go through.
  • Fingerprints and photo. Check that both are registered, because the renewal cannot go through without them.
  • Dependants. If you renew family members too, each needs a separate passport.

Submit and pay the iqama renewal (about 30 days before expiry)

  • Submit through an authorised user of the establishment’s Absher Business or Muqeem account. Select the employees and the renewal period, then pay.
  • Record the payment reference and amount at the moment of payment, not afterwards from memory.
  • Check employees abroad separately. Do not assume either way for someone on an exit and re-entry visa.
  • Escalate early. If a case is not submitted by this point, raise it with the approving manager. Fine exposure starts around the expiry date.

Confirm and record (after renewal)

  • Read the new expiry date on the platform and copy it into your record, with the renewal period chosen.
  • File the receipt and the approval against the employee, with any penalty shown as its own line. Fines are a cost to explain, and they are easier to explain when recorded separately.
  • Set the next alerts from the new expiry date and from the new dates of any prerequisite that changed.
  • Close the case only when the new expiry date, the receipt and the approval are all on file. Until all three are filed, treat the iqama renewal as still open.

Cases that change the iqama renewal checklist

  • A new hire. This is issuance, not renewal. The worker must be in the Kingdom and have a medical examination first. Jawazat has been reported to fine an employer SAR 500 for issuing the iqama after 90 days from arrival (press summary, 2022). The sequence of visa, work permit and iqama is set out in what employers manage across the three documents.
  • An employee who is leaving. A final exit visa needs an iqama with at least 30 days of validity left. If it has less, it must be renewed first (Gulf News, January 2025). The final exit visa must then be used within two months of issue.
  • An exit and re-entry visa. The passport must be valid for at least 90 days. An unused visa must be cancelled within 90 days of issue or before the return date shown on it, or fines apply.
  • A late iqama renewal. Jawazat has announced SAR 500 for a first violation, SAR 1,000 for a second and deportation of the worker for a third (Saudi Gazette, 2019). Its notices refer to a three-day limit, and reports differ on whether that counts before or after expiry. HRSD lists fines resulting from delay among the costs the employer bears under Article 40 of the Labour Law (HRSD).

Where software helps

An iqama renewal checklist run by hand works for a small workforce. Once renewals come in batches across several entities, teams look at software that tracks visa and iqama cases so that each case carries its documents, approvals and next expiry. The software does not renew anything on its own authority. A person with access to the establishment’s account still completes the transaction on the government platform. The record around it is what should improve. The companion guide on tracking iqama expiry without spreadsheets covers the fields and alerts.
